Exclusive : Modi led Government exposed by Delhi University College Principal for its Sham Medical Policies leading to Pensioners Harassment

The Prime Minister of India Narendra Modi through its Public Relations (PR) department - Press Information Bureau (PIB) issued a press release on 1 November that blew its own trumpet for providing health insurance of up to Rs.5 Lakhs/$5,700 to more than 12 Crore/120 Million vulnerable families.
The Indian Prime Minister (PM) – Narendra Modi Public Health Program also known as “Ayushman Bharat Pradhan Mantri Jan Arogya Yojana” claims to have enrolled 86 lakhs senior citizens.
In contradiction to the PM – Narendra Modi Public Health Program, the Government of India has been misleading the public to portray its image as a “Public Welfare Oriented Government”.
The Real Truth
The Principal, SGTB Khalsa College - Professor Gurmohinder Singh has alleged that the Government of India doesn't provide sufficient funds to the College for the purpose of medical claims reimbursement to Pensioners.
The unfortunate situation has further led to violation of the orders ruled by the Supreme Court pertaining to compliance of a definite one month timeline by the College.
Despite a landmark judgment ruled by the Supreme Court in favour of Pensioners, the related Central Government Health Scheme (CGHS) has failed to comply with the top Court.
CGHS is responsible for taking care of healthcare needs and well-being of the central government employees and pensioners.
Supreme Court Judgment says
The SC in the matter Shiva Kant Jha vs. Union of India ruled in favour of Pensioners in the larger public interest on 13 April, 2018.
The top Court stated
“The petitioner in person contended before this Court that over several years, several retired government servants, in their old age, have suffered and even died due to unfair treatment meted out to them by the CGHS and its controlling Ministry, the Ministry of Health and Family Welfare, in discharge of their duties.
The petitioner contended that the impugned CAG’s Report with regard to “Reimbursement of Medical Claims to the Pensioners under CGHS” have also expressed the indifference against the pensioners.
He further contended that every government employee during his life time or after his retirement is entitled to get the benefit of the medical facilities and no fetters can be placed on his rights.
Union of India-the respondent herein, while complying with the order passed by this Court dated 11.04.2016 filed an affidavit describing the in-house procedure to be followed in dealing with the claims under CGHS, the remedy/appeal available in dealing with the claims and also the nature of claims pending in respect of card holders.
The detailed procedure which is followed for the purpose of medical reimbursement claims of CGHS beneficiaries have been set out in Circular dated 14.11.2011 and further supplemented by the instructions dated 11.12.2012. The steps provided in the said procedure are given hereinbelow:-
Procedure for Medical Reimbursement Claim (MRC) in Central Government Health Scheme (CGHS)
The relevant authorities are required to be more responsive and cannot in a mechanical manner deprive an employee of his legitimate reimbursement. The Central Government Health Scheme (CGHS) was propounded with a purpose of providing health facility scheme to the central government employees so that they are not left without medical care after retirement.
Further, with regard to the slow and tardy pace of disposal of MRC by the CGHS in case of pensioner beneficiaries and the unnecessary harassment meted out to pensioners who are senior citizens, affecting them mentally, physically and financially, we are of the opinion that all such claims shall be attended by a Secretary level High Powered Committee in the concerned Ministry which shall meet every month for quick disposal of such cases.
We, hereby, direct the concerned Ministry to device a Committee for grievance redressal of the retired pensioners consisting of Special Directorate General, Directorate General, 2 (two) Additional Directors and 1 (one) Specialist in the field which shall ensure timely and hassle free disposal of the claims within a period of 7 (seven) days. We further direct the concerned Ministry to take steps to form the Committee as expeditiously as possible.
Further, the above exercise would be futile if the delay occasioned at the very initial stage, i.e., after submitting the relevant claim papers to the CMO-I/C, therefore, we are of the opinion that there shall be a timeframe for finalization and disbursement of the claim amounts of pensioners.
In this view, we are of the opinion that after submitting the relevant papers for claim by a pensioner, the same shall be reimbursed within a period of 1 (one) month.”
The matter came to fore, citing a case of 80 + years old senior citizen Pensioner suffering from heart disease and brain stroke. She has been time and again harassed by SGTB Khalsa College since 2018. Her late husband was a reader and Head of the Chemistry department in the College.
Professor SN Chopra (name changed on request) from the Law Faculty, Delhi University exclusively spoke to The Revelation. He says “Given the harassment by this repeat defaulter College and CGHS, the Hon’ble SC should take suo-moto cognizance and dispense justice for all the Pensioners. There could be many similar Pensioners who are unable to voice their concerns and also and many whose complaints may be getting brushed aside by this College. It is apparent that both the College and CGHS are working in collusion to ill- treat a Pensioner whose husband dedicated his life towards this noble profession of teaching. This is really sad and uncalled for. People should know about the conduct of this College and PM Modi who is portraying as a ‘do-gooder’ by misleading the public.”
SGTB Khalsa College has been allegedly breaching this landmark judgment by giving some or the other lame excuses ever since 2018.
College Principal – Professor Gurmohinder Singh was recently questioned if the College is complying with the SC orders ruled in the public interest.
He said “In relation to the cited Supreme Court order, the College tries its best not to delay any reimbursement. We are only limited by funds released from time to time by the Government of India."
The Principal was also questioned by The Revelation, if the College had ever expressed its concern by approaching and writing to the related Government department (CGHS) to initiate corrective measures for the welfare of Pensioners.
The Principal chose not to respond.
The College has allegedly demeaned the SC and interfering with the administration of justice.
SGTB Khalsa College is equally responsible for harassment, ill treatment, depriving the Pensioners with their legitimate rights and deliberately committing contempt of the SC orders.
